What Makes a Bibliographic Annotation Useful: Serve the Reader

Test 1: Does it contain full and accurate bibliographic data that would tell readers exactly where and when it was published without having to read further?

Test 2: Does it offer both primary (obvious) uses and secondary (non-obvious) uses that could be made of the source with specific-enough detail to tell readers whether those uses would suit their needs?
